A Study on Korean Language Education of Immigrant Learners : a Comparative Analysis with German Intercultural Language Education

The purpose of this study is to contribute to developing an efficient and organized system of Korean language education for learners with migration backgrounds based on the critical study on the achievements and problems for the last 20 years. To achieve this aim, first of all, this study tries to determine the current issues and problems of the Korean language education for learners with migration backgrounds on the basis of preceding researches and actual situations of Korean language Education. Following that, it suggests the solutions to the problems through a comparative analysis with German intercultural language education for learners with migration backgrounds. Furthermore, this study presents three Korean language education models in regard to the suggested solutions.
This Study is divided up into five chapters. The first chapter introduces the preceding research on Korean language education policies and programs for marriage migrant women, children with migration backgrounds, migrant workers and 'the Korea Immigration & Integration Program(KIIP)', as well as German language education policies and programs for learners with migration backgrounds.
In chapter two, it investigates multicultural characteristics of Korean society and present condition of the Korean language education policies. It is also aimed at figuring out tasks of Korean language education for each group of learners with migration backgrounds after reflecting the inspection of the actual state which mirrors their Korean language proficiency and Korean language education for them.
Chapter three concentrates on introducing the German cases focusing on the tasks of Korean language education for learners with migration backgrounds proposed in the second chapter.
The fourth chapter is devoted to analyzing the Korean and German language education policies and programs after considering all the factors of previous discussion on this study and accordingly, it suggests the ways and alternatives for Korean language education for learners with migration backgrounds.
Based on this analysis and suggestion, this study presents three Korean language education program models for learners with migration backgrounds. Targeting experts in Korean language education, a survey using delphi technique was carried out to verify the validity of the suggested models.
The following tasks should be completed to establish an efficient and organized system of Korean language education for learners with migration backgrounds. First, a governmental organization as control tower like Bundesamt für Migration und Flüchtlinge must be founded and take the responsibility for draft and implementation of the integrations policies including Korean language education. Also, a cooperative and methodical system of implementation Korean language education for learners with migration backgrounds must be established.
Second, it must be approached in three differentiated ways to improve the Korean language education for children with migration backgrounds. especially for the schoolchildren of multicultural families born in korea, for the centrist immigration children or youth at school and for the centrist immigration school dropouts. But most programs for the children with migration backgrounds mostly focus on the centrist immigration children or youth at school. Therefore, this study suggests a Korean language education program for preschoolers with migration backgrounds to improve the academic ability of children from multicultural families born in korea. This preschooler program model is designed on the basis of the model German 'Vorkurs Deutsch 240'.
Third, a standard Korean language education program for learners with migration backgrounds should be developed to help the social integration of migrants as the cases of Holland or Germany. Now, although the Korea Immigration & Integration Program(KIIP) has even the nationwide operating organizations, it has been managed limitedly focusing on qualification for naturalization and mainly marriage migrant women. In this study, a development model of KIIP is suggested considering German 'Integrationskurs' in order to establish the direction of developing a standard Korean language education program.
Fourth, more various and professional Korean education programs must be provided for marriage migrant women after reflecting actual learner needs since most programs are nearly the same and there is little to choose between the programs. A Korean language education program model for marriage migrant women working in their children's school is suggested. This school model is designed based on the model of German language education program for migrant women, 'Mama lernt Deutsch'.
In the last chapter, it summarizes the important points of this study.
In this study, it takes a view of Interculturalism as the ideal social integration ideology for Korean Society considering the multicultural characteristic of Korean society. Arising in response to criticisms of multiculturalism, interculturalism involves setting a higher value on dialogue and interaction between different cultures, but not just passive acceptance of a multicultural fact of multiple cultures.
The Korean language education program models suggested in this study are developed in terms of this intercultural ideology. In these models, the community educational institutions like formal schools open their door and play a pivotal role in Korean language education for learners with migration backgrounds and, after all, their social integration.
